Mano Terong is the only Mandauehanon to have served the three branches of our Government. He was first elected as Municipal Councilor, then a Provincial Board Member and finally a Cebu Provincial Governor. During his term as governor of Cebu, the Capitol building was constructed. The construction of the Mandaue Presedencia was also attributed during his term as Cebu governor. He also served as the Representative of the 2nd District of Cebu before he was appointed Secretary of Public works and Communications and then the Administrator of Economic Coordination. He also served as the Secretary of National Defense during the administration of President Ramon Magsaysay and thereafter as Associate Justice of the Court of Appeals. Because of his outstanding achievements and greatness, he is known as Mandaue's Greatest Son. He was conferred the Philippine Legion of Honor Award, with the degree of Commander.
